For the next year, almost 22% more than in 2023 was invested in education - 171.2 billion hryvnias, of which 148.8 billion is the general fund of the Ministry of Education and Culture. Therefore, it will be possible to increase funding in many areas, namely: planning funds for arranging shelters, printing textbooks, providing for the New Ukrainian School, creating educational and practical centers for modern professional education, etc.
Here are the main educational areas for which funds were invested:
- educational subvention — UAH 103.2 billion
The subsidy has been increased compared to 2023 (87.5 billion UAH). This will make it possible to increase the salaries of teaching staff: by 10.4% from January 1 and by another 12.6% from April 1 (according to the tariff grid). It also has a division of classes into groups.
- arrangement of shelters in institutions providing general secondary education — 2.5 billion hryvnias
- printing textbooks — 1.5 billion hryvnias
In 2022, funds for printing textbooks were directed to the needs of the army. This year, the state budget allocated UAH 754.9 million, which was not enough to cover the entire need for textbooks. In October, the Verkhovna Rada of Ukraine amended the budget, allocating another UAH 552.8 million for textbooks.
- subvention of NUS — 1.5 billion hryvnias
With these funds, equipment and educational materials will be purchased for grades 5-7 of NUSH, as well as an eighth pilot class will be provided. In addition, the allocation of a subvention will make it possible to improve the qualifications of teachers.
In 2022 and 2023, the reform did not have targeted funding. This year, 473.3 million hryvnias were allocated for the National University after the redistribution of the educational subvention.
- subvention for school buses — UAH 1 billion
Together with co-financing from local budgets, it will be possible to purchase approximately 500 school buses.
- subvention for the modernization of food blocks in schools — 1.5 billion
After the beginning of the full-scale invasion of Russia, funds were allocated for this for the first time.
- subvention for supporting children with special educational needs — UAH 304.5 million
- education of children in state-run secondary schools and the "School of Superheroes" — UAH 434.51 million
- creation of educational and practical centers of modern professional education — 500 million hryvnias
- Fund for the development of higher and professional pre-higher education — UAH 240 million
- The National Fund for Research and Grant Support of Scientists — UAH 610.4 million
